basically V1.21.02, but Verno turned back,
because of problems with files generated.
(Verno is part of the text files, what changes the text file ...)
 Enhancement: German translation improved
 Enhancement: Info screen-doc improved
 Enhancement: added option to create config file template
 Enhancement: inserted option OldFilesPerDBC to define the use splitting of DBC like version pre 1.21.0
