security: move hardcoded passwords to .env, fix file permissions

- Move ROA_API_PASSWORD and ORACLE_PASSWORD to .env
- Update process_bon.py to use python-dotenv
- chmod 600 on .env and credentials/*
- Install python-dotenv dependency
