Dashboard v2: Activity + Issues panels

- New index.html with two-panel dashboard
  - Activity panel: shows Clawdbot activity log
  - Issues panel: Eisenhower priority groups, owner filter
- issues.json: new data structure for ROA work items
- kanban.html: preserved old kanban board
- First issue: D101 RD49→RD50 fix
